Các tổ chức đào tạo sau trung học của Canada, phối hợp với các tổ chức đào tạo ASEAN, có thể đề cử sinh viên toàn thời gian từ các nước ASEAN tham gia học tập hoặc trao đổi nghiên cứu ngắn hạn tại Canada trong học kỳ Mùa thu năm 2025.

Hạn chót để các tổ chức ở Canada nộp đơn xin học bổng cho những sinh viên đủ điều kiện: ngày 31 tháng 3 năm 2025.
Thời gian nộp đơn đã mở cho năm học 2025. Các cơ sở giáo dục Canada phải nộp đơn trực tuyến thay mặt cho các ứng viên đủ điều kiện trước 11:59 tối EDT, ngày 31 tháng 3 năm 2025. Chỉ những đơn đăng ký cho kỳ học mùa Thu năm 2025 mới được chấp nhận trong đợt tuyển chọn này.
Vào ngày 6 tháng 8 năm 2017, Chính phủ Canada đã công bố chương trình Học bổng và Trao đổi Giáo dục Canada – ASEAN vì Sự Phát triển (SEED), tạo cơ hội cho sinh viên từ các quốc gia thành viên ASEAN theo học hoặc nghiên cứu ngắn hạn tại các cơ sở giáo dục sau trung học ở Canada trong các lĩnh vực góp phần thực hiện Chương trình Nghị sự 2030 về Phát triển Bền vững.
Chương trình Học bổng và Trao đổi Giáo dục Canada – ASEAN vì Sự Phát triển nhằm giảm nghèo tại các quốc gia đang phát triển thuộc ASEAN và đạt được các mục tiêu phát triển bền vững của Chương trình Nghị sự 2030. Học bổng và trao đổi giáo dục sẽ đóng góp vào việc hoàn thành tất cả các Mục tiêu Phát triển Bền vững (SDGs). SEED giúp tăng cường quan hệ hợp tác giữa Canada và khu vực Ấn Độ – Thái Bình Dương.
Học bổng SEED được triển khai thông qua hợp tác thể chế và các thỏa thuận trao đổi sinh viên giữa các cơ sở giáo dục sau trung học của Canada và các đối tác tại các nước ASEAN.
Chương trình Học bổng và Trao đổi Giáo dục Canada – ASEAN vì Sự Phát triển là một chương trình trao đổi ngắn hạn do Bộ Ngoại giao Canada quản lý. Các cơ sở giáo dục Canada quan tâm đến chương trình này nên quảng bá đến giảng viên, nhân viên và các đối tác đủ điều kiện. Các cơ sở giáo dục ở ASEAN có nguyện vọng gửi sinh viên đến Canada nên tìm hiểu các thỏa thuận trao đổi sinh viên với các trường Canada. Sinh viên mong muốn học tập hoặc nghiên cứu ngắn hạn tại Canada cần xem xét các tiêu chí đủ điều kiện và liên hệ với văn phòng quốc tế của trường để biết chi tiết về quy trình nộp đơn. Các cơ sở giáo dục Canada phải nộp đơn thay mặt cho ứng viên đủ điều kiện.
Tiêu chí đủ điều kiện
Để đủ điều kiện, ứng viên phải:
✔ Là công dân của một quốc gia thành viên ASEAN:
Brunei, Campuchia, Indonesia, Lào (Cộng hòa Dân chủ Nhân dân Lào – Lao PDR), Malaysia, Myanmar, Philippines, Singapore, Thái Lan hoặc Việt Nam.
✔ Đang theo học toàn thời gian tại một cơ sở giáo dục sau trung học ở một quốc gia thành viên ASEAN.
✔ Đóng học phí tại cơ sở giáo dục đó vào thời điểm nộp đơn và trong suốt thời gian trao đổi.
Ứng viên KHÔNG đủ điều kiện nếu:
❌ Đang giữ hoặc đã nộp đơn xin quốc tịch hoặc thường trú nhân Canada.
❌ Đang tham gia một chương trình học bổng khác do Chính phủ Canada tài trợ.
❌ Đang theo học một chương trình cấp bằng, chứng chỉ hoặc văn bằng tại một cơ sở giáo dục sau trung học ở Canada.
❌ Đã từng nhận học bổng từ chương trình SEED trước đây.
Các cơ sở giáo dục sau trung học của Canada muốn tiếp nhận sinh viên phải:
✔ Là cơ sở giáo dục có đăng ký hợp pháp (DLI).
✔ Có thỏa thuận trao đổi sinh viên hợp lệ với trường của ứng viên, miễn học phí cho người nhận học bổng (áp dụng cho bậc cao đẳng/đại học).
✔ Tập trung xử lý toàn bộ hồ sơ tại văn phòng quốc tế của trường.
Giá trị và thời gian học bổng

Các khoản chi phí được hỗ trợ
Người nhận học bổng có thể sử dụng kinh phí cho:
✔ Phí xin thị thực hoặc giấy phép học tập/làm việc.
✔ Vé máy bay khứ hồi theo lộ trình tiết kiệm nhất.
✔ Bảo hiểm y tế.
✔ Chi phí sinh hoạt, bao gồm nhà ở, điện nước và thực phẩm.
✔ Chi phí đi lại trong nước, bao gồm vé phương tiện công cộng.
✔ Sách và tài liệu học tập hoặc nghiên cứu (không bao gồm máy tính và thiết bị khác).
Các cơ sở giáo dục Canada được nhận:
✔ 500 CAD/người nhận học bổng để hỗ trợ chi phí hành chính khi sinh viên đến Canada.
✔ Hoàn trả một số khoản phí tuân thủ dành cho nhà tuyển dụng nộp cho Cơ quan Di trú, Người tị nạn và Quốc tịch Canada (IRCC).
Cách thức tài trợ
Các cơ sở giáo dục Canada sẽ nhận tài trợ từ Bộ Ngoại giao, Thương mại và Phát triển (DFATD) của Canada thông qua một thỏa thuận tài trợ không thể thương lượng và chịu trách nhiệm phân bổ kinh phí cho ứng viên trúng tuyển. Nếu ứng viên không tiếp nhận học bổng, các cơ sở giáo dục phải hoàn trả lại số tiền, bao gồm phí hành chính, cho DFATD.
Quy trình nộp đơn
Các cơ sở giáo dục Canada phải nộp đơn thay mặt ứng viên trước hạn chót.
Hạn chót và kết quả
- Hạn chót nộp đơn: 11:59 tối EDT, ngày 31 tháng 3 năm 2025.
- Thông báo kết quả: Mùa xuân năm 2025.
- Thời gian đến Canada: Từ ngày 1 tháng 8 đến ngày 1 tháng 10 năm 2025.
Điều kiện học bổng
Người nhận học bổng phải:
✔ Học tập hoặc nghiên cứu toàn thời gian theo yêu cầu của cơ sở giáo dục Canada.
✔ Không tham gia đào tạo lâm sàng hoặc nghiên cứu liên quan đến chăm sóc bệnh nhân trực tiếp.
✔ Tập trung chủ yếu vào nghiên cứu hoặc học tập toàn thời gian trong suốt thời gian ở Canada.
✔ Trở về trường học ban đầu sau khi học bổng kết thúc để hoàn thành chương trình học.
Học bổng không thể hoãn và không thể gia hạn.

Canada-ASEAN Scholarships and Educational Exchanges for Development
CALL FOR APPLICATIONS
The application period is open for the 2025 academic year. Canadian institutions must apply online on behalf of eligible candidates by March 31, 2025, 11:59 p.m. EDT. Only applications for Fall 2025 will be accepted under this competition.
On August 6, 2017, the Government of Canada announced the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program to provide opportunities for students from ASEAN member states to conduct short-term study or research at Canadian post-secondary institutions in areas that contribute to the implementation of the 2030 Agenda for Sustainable Development.
The Canada-ASEAN Scholarships and Educational Exchanges for Development program aims to reduce poverty in the developing countries of ASEAN and achieve the 2030 Agenda for Sustainable Development. Scholarships and educational exchanges will contribute to the achievement of all Sustainable Development Goals (SDGs). SEED strengthens people-to-people ties between Canada and the Indo-Pacific region.
SEED scholarships are facilitated through institutional collaborations and student exchange agreements between post-secondary institutions in Canada and their partner institutions in ASEAN countries.
The Canada-ASEAN Scholarships and Educational Exchanges for Development Program is a short-term exchange program offered by Global Affairs Canada. Canadian institutions interested in participating should promote the program to their faculty, staff, and eligible partner institutions. Institutions in ASEAN member states interested in sending their students to Canada should explore student exchange agreements with Canadian institutions. Students wishing to pursue short-term studies or research in Canada should review the eligibility criteria and contact their institution’s international office for application details. Canadian institutions must apply on behalf of eligible candidates.
Eligibility
To be eligible, candidates must be:
✔ Citizens of an ASEAN member state:
Brunei Darussalam, Cambodia, Indonesia, Laos (Lao People’s Democratic Republic – Lao PDR), Malaysia, Myanmar, the Philippines, Singapore, Thailand, or Vietnam.
✔ Enrolled full-time at a post-secondary institution in an ASEAN member state.
✔ Paying tuition fees to that institution at the time of application and for the full duration of their exchange.
Candidates are NOT eligible for this scholarship if they:
❌ Hold or have a pending application for Canadian citizenship or permanent residency.
❌ Are already participating in a scholarship program funded by the Government of Canada.
❌ Are already enrolled in a degree, diploma, or certificate program at a Canadian post-secondary institution.
❌ Have previously received a scholarship under the Canada-ASEAN Scholarships and Educational Exchanges for Development Program.
Canadian post-secondary institutions interested in hosting students must:
✔ Be a Designated Learning Institution (DLI).
✔ Have a valid student exchange agreement with the student’s home institution that waives tuition fees for scholarship recipients (required for college/undergraduate study only).
✔ Centralize all applications through their international office.
Scholarship Value and Duration

Eligible Expenses
Selected candidates may use scholarship funds towards:
✔ Visa or study/work permit fees.
✔ Airfare via the most direct and economical route.
✔ Health insurance.
✔ Living expenses, such as accommodation, utilities, and food.
✔ Ground transportation, including a public transportation pass.
✔ Books and supplies required for their study or research (excluding computers and other equipment).
Canadian institutions are eligible to receive:
✔ $500 per scholarship recipient to aid with administrative costs once the student arrives in Canada.
✔ Reimbursement of additional employer compliance fees paid to Immigration, Refugees, and Citizenship Canada in some cases.
How Funding Works
Canadian institutions will receive funding from Global Affairs Canada, through its legal name, the Department of Foreign Affairs, Trade and Development (DFATD), in the form of a non-negotiable contribution agreement and will be responsible for providing the funds to successful candidates. Should a selected candidate not take up the scholarship, Canadian institutions must return those funds, including the administrative fee, to DFATD.
Application Process
Canadian post-secondary institutions must apply on behalf of eligible candidates before the deadline.
Application Instructions for Canadian Institutions
- Assign a program coordinator to complete applications.
- Select “Login or Register” to create a MyEduCanada account for your institution. Ensure you select “Institution” for your account type.
- Once logged in, select the Canada-ASEAN Scholarships and Educational Exchanges for Development Program and click “Apply.”
- Enter data in the required fields and follow the instructions on the application form.
- Click “Validate” and save as you progress through the application form.
- Upload all required supporting documents. Each document must be smaller than 5 MB and in .jpg, .gif, .png, .pdf, .doc, .docx, .txt, or .xlsx format.
- Review all components of your application for accuracy and completeness.
- Read and accept the conditions of the “Declaration and Permission” statement. Click “Submit.” You will receive a confirmation message and a reference number for submitted applications.
- Print or download the form for your records using the “Print/Download” function.

Supporting Documents
Institutions must ensure documents are complete and accurate as per the instructions. Revised documents will not be accepted after the deadline. Documents in a language other than English or French must be accompanied by a translation.
- Proof of Citizenship
- Signed Privacy Notice Statement
- Letter of Intent from the Candidate (maximum one page)
- Letter of Proof of Full-Time Enrollment from the Home Institution
- Letter of Support from the Home Institution (maximum one page)
- Letter of Invitation from the Canadian Supervisor (graduate students only, maximum one page)
- Signed Copy of Memorandum of Understanding (MOU) or Agreement with the Partner Institution
- Ranking of Applications
Key Dates
- Application Deadline: March 31, 2025, at 11:59 p.m. EDT.
- Notification of Results: Spring 2025.
- Arrival in Canada: Selected candidates may arrive as early as August 1, 2025, and no later than October 1, 2025.
Scholarship Conditions
Selected candidates agree to:
✔ Engage in full-time studies or research as defined by the Canadian institution.
✔ Abstain from clinical training or clinically-oriented research involving direct patient care.
✔ Focus primarily on full-time studies or research during their stay in Canada.
✔ Return to their home institutions after the scholarship period to complete their studies.
Failure to meet these conditions may result in the cancellation of the scholarship.
Additional Information
✔ Scholarships cannot be deferred and are not renewable.
✔ Scholarships are subject to the availability of funding from the Government of Canada.
✔ Scholarships are not taxable for either the Canadian institution or the scholarship recipient.
